PTO chasing runs every 4 hours. Cash drafts; you approve.
The tiers
| Tier | Trigger | Draft tone |

| A | Docs exist with high confidence but install_photo category is absent | "We've got everything, missing only the install photos — ETA?" |
| B | Doc coverage missing 2+ PTO-required categories | "Need help — what's missing on these?" |
| C | Age fallback — capped at 25 most-recently-updated if A+B are empty | "These have been sitting; close out or keep chasing?" |
Workflow
Cash drafts
Every 4 hours, draft Tier A first, then B, then C.
Draft lands in Buddies inbox
Per-project, with the recommended next-step and missing-doc list.
You approve or suppress
Approve creates a task on the project. Suppress with a reason: "utility on vacation", "already approved offline", "close out".
Task assigned, follow-up tracked
The task goes to the assigned PM. Cash won't re-surface for 7 days.
Suppress reasons
- PTO already granted — task closes; project status updates
- Utility on vacation — 14-day suppression
- Customer unresponsive — 7-day suppression; escalate after 3 cycles
- Close out — project moves to On Hold or Completed
